you shot it in the side of that barrel, maybe thats why you killed him, whats the damage you gave him?

If you get a team mate on the server and get him to stand behind the barrel, an shoot where you see the sparks to in that clip, and you won't hit him. So yeah, kinda weird

To be exact: Make sure your server is on competitive and not casual. You should be able to find that in gamemodes.txt

The problem must be your server. I have just ran the cfg on my server and everything worked fine.

It sounds like a maxround issue that the match is ending too soon. I believe I have located the problem and fixed it. Try to download the newer version. You can find it under CS:GO rules aswell.
