Hey, so i was messing around with my broken 3.0 (mouse clicked twice = broken to me) and decided to research/ look into what made the mouse wheel so 'loose'. I managed to find out what the cause was and how to stop it :)
Here's how to do it, including pictures. :)
Here's something to ease the reading and 'doing' process.

Firstly, you will need the following items:
- Intellimouse 3.0
- Penknife/ Stanley knife (if you have neither a kitchen knife should do the job)
- Small Phillips head screw-driver
- Paper
- Scissors

Once you have all the items i have listed you will need to unplug your mouse and gently peel off the mouse skates and put them to one side

Once you've peeled them all off and put them to one side you should be able to undo the screws, again but the screws to one side.

You should then be able to pry off the gray cover by pressing down on the LED part at the back of the mouse, this should then reveal the insides of the mouse.

You then need to locate and pull off the mouse wheel from its supports, it doesn't require much force.

After having taken off the mouse wheel you will need to get your paper and fold it up into a small square/ rectangle (this may include cutting it down to size).

You then need to put the paper in front of the red bar type bit of plastic, it will have to slide in between the bar and the black support for the wheel.

You then need to put the wheel back in, just like you took it out.

The wheel should now feel a lot more sturdier and harder to scroll with. If not, try using a little more paper, if it is too much use a little less.
After you are contempt with the scroll wheel you should put the gray case back on, it should just clip into place, then just start to put the screws back in and start to tighten them.

After tightening them all simply just re-stick the skates back in their slots, if they are no longer sticky try using some sort of glue/adhesive.

And there you have it, your mouse should no longer do the annoying jump in that all important clutch of the premier cup final! :p
You may also want to look into ways of making the side buttons sturdier if you so wish. :)
Hope this helped!
