I don't think that's the exact meaning, but it's somewhere in that direction.

Underground bands would the ones which are less popular due to being on a much smaller label, however, they have just as good, if not better technical ability than the common well known artists. I will give you an example  walker .

This is a well known Death Metal band. They're signed by Road Runner Records, which is one of the biggest Metal labels in the world.

Straight from their spotify profile page: Eluveitie is a folk metal band from Switzerland. Their sound can be described as Celtic pagan folk metal with melodic death metal influences. Gave them a listen, they sound like Ayreon with a sore throat.
