One of our guys couldn't install Libra, due to this error.
'A referral was returned from the server'
I did a quick search, and found this for others that may get this error.
This is a fix for Vista and W7(which he is using)
Start - Run - GPEdit.msc
Then goto: Computer Configuration/Security Settings/Local Policies/Security Options.
Near the bottom, there is a tab called
User Account Control: Only elevate executables that are signed and validated
Which will need to be disabled to install Libra.
