Tryng to load Libra for the first time it loads, I log in and it says "initial scan - please wait" but it never leaves this screen and the programme says not responding.
Anyone know how to sort this?

Try to right click libra and run as administrator.
tried it mate, it then logs me in as paradox lol
it logs you in as the creator? :S
paradox will have a look, any chance of telling us your operating system?
windows 7- try running in compatibility mode
windows vista - try running in compatibility mode
Windows XP - Try re-installing http://ungl.org/setup.exe
other than that could be a flaw in the code

Running on Windows XP mate, tried reinstalling but had the exact same issue. I know there was some issues with AVG so I deactivated it as well and then tried a fresh install but same result.
hmm, you said when you run as admin in logs you on as paradox?... the only thing i can think off is a floor in the coding if paradox put an admin panel in it, if so its logs u on as that :/

'http://tinypic.com/r/160zsic/7' im taking it libra checks system properties to make its own settings to work / run on the computer e.g. the error failed to create key settings, i've uploaded my libra.exe file and try replacing yours with that -

^ Virus total scan, Anti cheat found as trojan could be due to it being a process scanner etc or just a false positive...
