Why isn't ancient pulling on hellbourne banned?

Isnt it too annoying to be worth the effort anyway?
Also its a valid tactic.

If both teams have carry trilanes freefarming but hellbourne pulls creeps to ancients then that team's solo gets vastly more experience and the enemy team's carry gets less creep farm.
